Public professional organizations in the agro-industrial complex sphere declare that Ukraine illegally restrains grain exports.
Yevhen Leng, “Ukrzernoprom AGRO” CEO, announced about that at the press conference in UNIAN.
"There was a ban on the acceptance of wheat for shipment in ports the railroad for several days. The railway authorities were given an oral ban, and they have accepted the applications for wagons for two days, but there were no wagons to be used. Is it normal for a civilized manner? ", Y. Leng asked
In addition, he considers illegal that the Customs allowed seed examination after the beginning of loading the party on the boat.
Y. Leng is convinced that such a rule which is not regulated by time, promotes corruption, as owners of grain will encourage officials to do the examination as quickly as possible.
"There are no due dates for such an examination. The ship can stand while this examination is proceeding. Is this scheme corrupted? It definitely is, because you are forced to pay money to have a faster analysis ", said Y. Leng.
Moreover, he added that the results of these examinations have no legal effect, because under the Grain Law, final data on grain quality are given by The State Bread Inspection.
At the press conference there was also reported that Hennadii Novikov, the Head of the Agrarian Union, Mykola Mirkevych, the Head of the Association of Farmers and Landowners of Ukraine and Leonid KOZACHENKO, the President of the Ukrainian Agrarian Association prepared an appeal to the President and Prime Minister of Ukraine, their concern about the facts of artificial restrictions on grain exports is expressed.
Also in the letter, a copy of which was presented at the press conference, there was concern expressed that the Agricultural Fund is not adequately performing its functions, including a pledge to grain purchase, and there also was the request to expedite the issuance of bonds of VAT to exporters of agricultural products that will lead to saturate the market with capital funds for the revitalization and stabilization of grain commodity from producers.
